This may vary from State-to-State but I haven't found anything on it legally saying we can do it.

In Texas, it is a misdemeanor traffic violation for a person to operate an open-bed pickup truck or an open flatbed truck with a child under the age of 18 years old riding in the bed of the truck or trailer. If prosecuted, you could be facing a fine of between $25 and $200."
That being said, is it legal or not legal to install rear facing bench/bucket seats in the back of the bed against the window with seat belts to allow people to ride in the back without police interference?
