Maybe the threaded inserts would be so you can move the spoiler up towards the cab? Maybe the hook is for a helmet because you know you'll need one if you're 13.99 or faster

SNCBOOM is right on about the holes. You should have a packet with the truck that has a couple of L brackets in it. Those brackets, when installed in those pre-drilled holes, serve as the alternate stow position for the wing if you choose to haul anything besides ass! If I wanted to do anything that required the removal of my wing, personally I'd put it in my garage, motel room or someplace else rather than there. But Dodge gave us an option.

The hook is, well, for hanging things. Again as SNCBOOM said, you can hang your helmet on it, a cell phone, trash bag . . . whatever. Personally I'd like to replace mine with a bottle opener!

Hook is a trash bag holder or grocery bag holder ( plastic of course ). Pretty handy to jump in the front of your truck with a small bag of food sustenance, and have a place to place it quickly - and it won't roll around.
